The People's Lottery — Official Rules

Not gambling and not a cash lottery. Practice credits have no cash value, cannot be withdrawn, and do not purchase a chance at money or prizes of value. This is a civic forecasting and stewardship-activation campaign for Building Cities With Character.

2. Nature of the campaign

  • Practice mode is the only mode currently available. Real-money, cryptocurrency, and prize-pool settlement remain disabled until separately authorized.
  • “Lottery,” “stake,” “pool,” and “draw” are campaign metaphors for shared place foresight and stewardship allotment—not licensed gambling products.

3. Eligibility

  • You must be at least 18 years old and able to form a binding agreement under applicable law.
  • You must create or sign in to a Character Developer account before creating forecasts or placing practice stakes.
  • Void where prohibited. Sponsor may geo-restrict or suspend access to comply with law.
  • Participation is free to start with a Character Developer account. No purchase is required to explore forecasts or place practice stakes.

4. How to participate

  • Browse open place forecasts at /peoples-lottery/markets without purchase.
  • Sign in, confirm age and these rules, then place a practice stake on an outcome slot—or create a new place-linked forecast from an Insight Card / place page.
  • Practice stakes use CREDIT only, between 1 and 25 credits per stake.
  • Credits are ledger marks for civic engagement. They are not money, not securities, and not redeemable for cash.

5. Resolution & stewardship draws

  • Forecasts resolve when Sponsor (or authorized moderators) mark an outcome based on documented place evidence.
  • Winning practice stakes may receive practice-credit allotments inside the campaign ledger. That is not a cash prize.
  • Future stewardship draws (convening seats, micro-grants, partner perks) if ever offered will publish separate Official Rules and will not require a purchase to enter where law requires a no-purchase alternative.

6. Fairness, accessibility & anti-abuse

  • One practice stake per user per forecast.
  • No bots, manipulation of sources, harassment, or fraudulent verification of Insight Cards.
  • Interfaces aim for keyboard access, readable contrast, and screen-reader labels on stake controls.
  • Sponsor may remove forecasts, reverse abusive stakes, or suspend accounts that harm community safety or place integrity.

7. Value model (how the network stays sustainable)

  • Community participation creates decision intelligence; institutions may fund Feature Value Pools / place stewardship separately.
  • Campaign profitability for the network is intended through institutional stewardship and licensed intelligence—not through resident cash wagering.
  • Verified contributors may later receive attribution under VoiceBuild / Feature Value Pool policies when partners activate—those programs have their own terms.

8. Privacy & records

  • Account, stake, and resolution records are processed under the Character Developer Privacy Policy.
  • Acceptance of these rules is recorded against policy version 1.0.

9. Future regulated markets (not currently offered)

  • These Official Rules cover PRACTICE mode only. No cash, crypto, or prize-pool wagering is offered today.
  • If Sponsor later offers regulated event contracts or similar products, that will require a separate legal entity and/or licensed venue, KYC/AML, geo-eligibility, updated Official Rules, and affirmative user consent—never a silent flip of this practice campaign.
  • Until then, any attempt to treat practice credits as money is void and may result in account suspension.

10. Disclaimer

  • Forecasts are not professional, financial, legal, or investment advice.
  • Place outcomes are uncertain. Participate to learn and steward—not to seek profit from chance.
  • These rules supplement the Character Developer Terms of Service. If they conflict on campaign mechanics, these rules control for the campaign; Terms control for platform accounts generally.
