PrototypePayouts unlock when partners activate enterprise access. Learn more
Your idea is city infrastructure.
VoiceBuild turns public comments into Insight Cards that fuel real features for planning, transparency, and equity. This isn't a gatekeeping tool. It's a civic learning engine. Every contribution strengthens the system—and the system stays accountable because its scoring logic is transparent, adaptable, and contestable by the community. VoiceBuild is engineered for transformations in the physical built environment, with development pools prioritizing built environment outcomes over platform features. Its API-first architecture also supports integration within digital platforms and software ecosystems.

How VoiceBuild™ works
1) Contribute
Submit pain points or ideas—or we detect them from public sources. Your comment becomes an Insight Card.
2) Verify & License
Register authorship in prototype mode. Your contribution enters a transparent scoring process using the Public Rubric. Projects can tune scoring locally, and communities can contest rubric weights at any time.
3) Read movement & pathways
Trend deltas show how the signal is shifting over time. Action Pathways convert that movement into stewardship options. The People’s Lottery then shares activation stakes for the place—so participation becomes decision intelligence, not a dead-end post.
4) Earn with Impact
When features ship and create value, payouts flow automatically from Feature Value Pools. Development pools (built environment outcomes) take priority over product pools (platform features). The value you earn is tied to the traceable influence of your verified insights.
Authority is decentralized: the system learns from contributors, and scoring can be challenged, adapted, and governed openly.
The Three-Layer Rubric System
VoiceBuild uses a transparent, decentralized scoring system designed to help people improve while ensuring every idea—raw, polished, experimental—can enter the civic arena.
1. Public Rubric (Transparent)
Everyone sees this. It includes the core dimensions, weights, and learning principles. It shows contributors exactly how to strengthen their ideas without limiting their freedom of expression.
2. Adaptive Rubric (Project-Level)
Cities, developers, and coalitions can tune criteria to reflect context, constraints, equity priorities, or local goals. Adaptive rules are fully visible and logged on the ledger. No hidden scoring.
3. Meta-Rubric (Open Governance)
Weights, definitions, and criteria can be contested by the community at any time. Challenges, discussions, and revisions appear in a public Trail of Changes. Authority is earned through stewardship… not obscurity.
Visibility
Every contribution is tracked in the VoiceBuild Ledger.
Ownership
Verified contributors receive net payouts from Feature Value Pools (when activated). Development pools require purchase and licensing confirmation before attribution.
Action
Insights don't sit in PDFs—they become live tools and policies.

Why VoiceBuild is different
Legacy processes hide their criteria and create bottlenecks. VoiceBuild flips the model. Scoring is visible. Weights are open. Rules are adaptive. Communities can challenge and evolve the rubric over time. Transparency becomes capability… not control.
Public Mirror (read-only)
Citizens can see how ideas flow into features… with relative weights only. No payouts or identities are shown unless consented.
Relative change in how often a signal surfaces—across forums, meetings, and licensed sources—over a visible window. Partners use deltas to see what is heating up before they commit; communities see that the ledger moves, not just that a card exists.
Insight Cards Marketplace
Start OnboardingExplore verified civic insights and track redevelopment progress. Each card shows public insight on the front—signal, sources, rubric, and feature opportunity—and unlocks a Redevelopment Watchlist after verification.
Sign in for the second layer on the same card: trend deltas show how the signal is moving, and Action Pathways turn that movement into stewardship options partners can act on. The People's Lottery is the fairness layer after deltas—cultural activation stakes for Building Cities With Character. One comment becomes compounding intelligence—not a dead-end post.

The Civic Innovator's Rubric
A transparent, educational scoring system for community-generated insight.
VoiceBuild is grounded in a simple belief: people get better at civic imagination when they can see the standards clearly. The rubric isn't a rulebook. It isn't enforced. It's a set of lenses that help contributors sharpen their ideas—and a starting point for community debate.
Every dimension carries a weight. Every weight can be challenged. Communities can propose alternatives, and projects can adapt weights transparently.
Anything ≥ 55 is VoiceBuild Eligible.
| Dimension | Example Weight | Definition |
|---|---|---|
| relevance | ~25% (typical) | Links claim to actual decision context, owner, and boundary (where/when) |
| actionability | ~25% (typical) | Offers concrete next step with owner, time window, and evidence of completion |
| specificity evidence | ~20% (typical) | Cites source, date, location, or metric with screenshots, record IDs, or dataset names |
| constructiveness | ~15% (typical) | Replaces heat with clarity, compares alternatives, states tradeoffs without attacking |
| feasibility | ~15% (typical) | Acknowledges constraints, provides minimal viable step with realistic capacity and budget |
Weights shown here reflect example/typical weighting from the Public Rubric. Exact weights, overrides, and project-specific configurations are visible to the community where they apply, but technical configuration details live in partner consoles and API docs. Operational scoring may adjust based on local context, equity goals, or community-approved changes. All adjustments are logged publicly.

API Access
Starter: Basic export/read-only API. Core: Full API for intake, scoring, dashboards. Enterprise: Advanced API suite with multi-tenant, governance endpoints, custom integrations, and digital ecosystem support.
All API access requires partner approval and authentication. Advanced functionality typically requires NDA.
Optional Feature Value Pools
Turn community input into co-created value.
VoiceBuild uses a dual pool architecture: Development pools (for built environment outcomes) and Product pools (for platform features). Development pools take priority and require Character Developer purchase and VoiceBuild licensing confirmation before attribution.
Development pools are often funded by campaigns (non-profits, government, institutions) before the eventual buyer is known. Attribution only occurs after purchase and licensing are confirmed. Product pools activate after features ship. We use a transparent but proprietary formula to map feature value back to credited insights. Details are documented for customers inside the partner console. Payouts activate only after pools are funded and confirmed.
Risk controls
Non-exclusive, revocable license
License is non-exclusive, revocable before feature ship. Contributors can opt out.
"No cash-liability" mode
Credits only until sponsor funds FVP. You control when payouts activate.
